FOREIGN YACHTS AND BOATS DESIGNED FOR SPORT AND PLEASURE IN THE INTERNAL WATERS
AND THE TERRITORIAL SEA OF THE REPUBLIC OF CROATIA

Dear Yachtsmen,
Welcome to the Internal Waters and Territorial Sea of the Republic of Croatia!
With this Guidelines we wish to familiarize you with our new regulation and its
implementation making your stay safer and more pleasant. Having in mind
your further needs, the Republic of Croatia developed the Amendments to the
Ordinance on the requirements for the arrival and stay of foreign yachts and
boats designed for sport and pleasure in the internal waters and the territorial
sea of the Republic of Croatia included in this Guidelines.
PROCEDURE:
The master or skipper of the foreign yacht or boat (hereinafter referred as “craft”)
entering the Republic of Croatia by sea is obliged to use the shortest way to
enter the closest
port open to international traffic for the purpose of passing the immigration
office control and obtain a vignette from the Harbourmaster’s Office or its
Branch Office. The master or skipper of the foreign craft that has been
transported into the Republic
of Croatia by land or which has been placed in custody of a port or is located
at any other approved place in Croatia for safekeeping is obligated to obtain a
vignette from the Harbourmaster’s Office or its Branch Office prior to departure
from port.
Harbourmaster’s Office/Branch Office shall issue the vignette on the bases of
following documentation the master/skipper is due to provide:
1. Crew List which includes crew and passengers, to be
endorsed by Harbourmaster’s Office or its Branch Office;
If the master/skipper of the craft does not intend to exchange crew or
passengers during the stay of the craft in Croatia and during the validity of
the vignette, he does not have further reporting obligations to Harbourmaster’s
Office or its Branch Office. Master or skipper of the craft may disembark the
crew or passengers in Croatia providing that relevant report has been submitted
to Harbourmaster’s Office/Branch Office and providing that the craft has left
Croatian sea waters with crew and passengers reported as above.
2. List of Persons
Yachtsmen may replace crew and passengers during the stay of the craft in
Croatia providing the “List of Persons” has been filled in and submitted to
Harbourmaster’s Office or Branch Office upon the entry to nearest port. The
number of persons shown on the List of Persons must not exceed doubled total
number of persons the craft is designed to carry increased by 30% of the number
of persons the craft is designed to carry (i.e. 230% of total number).
The number of persons the craft is allowed to carry is defined in accordance
with the appropriate certificate of the craft issued by the competent flag state
administration; in case of absence of such certificate the number of persons the
craft is allowed to carry shall be determined in accordance with the provisions
of the Regulation on Boats and Yachts (Official Gazzette “ no.27/2005) and
Technical Rules for Statutory Certification of Boats and Yachts.
List of Persons may be filled consecutively provided the person is listed prior
to its embarkment. List of persons is verified by the vignette counterfoil.
Number of exchanges of persons listed is not limited. Persons staying on board
the craft while in port or on anchorage need not be reported.
3. Evidence of Seaworthiness in accordance with
national rules and regulations of the flag
state. In absence of such evidence, Harbourmaster’s Office or Branch Office
shall perform regular technical survey of the craft in accordance with the
Regulation on Boats and Yachts;
4. evidence that the master or skipper of the craft
holds the required certificate of competency, in accordance with the regulations
of the flag state, other national regulation or
in accordance with the relevant regulation of the Republic of Croatia.
Persons which under their national regulations do not need to hold
certificate of competency to operate the craft shall obtain appropriate
certificate of competency in accordance with the
relevant regulations of the Republic of Croatia not later than 01 January 2006;
5. evidence that the craft has been insured against
damage caused to third persons for crafts with propulsion gear power of more
than 15 kW;
6. proof of ownership or evidence as to the person who
is assigned to use the craft.
With obtaining a vignette you are settling all financial obligations
including following
fees:
a) Safety of Navigation Fee(under Decree on the Safety of Navigation Fee for
Foreign
Yachts and Boats)
b) Light Dues -use of navigational safety objects- (Under tariff of Plovput
Ltd-Split)
c) Information Chart (under tariff of Croatian Hydrographical Institute)
d) Government Administration Fee (under Administration Fee Act)
Fee amounts are prescribed by the Decree herewith attached. As you can see, by
the Decree fee amounts are retained in the same range as last year and the
discount system for our
traditional guests has also been kept. Vignette is applied on the visible part
of the hull or superstructure of the craft while
vignette counterfoil is affixed on the List of Persons.
Crafts that have obtained the Registration of arrival and stay of foreign yacht
(“permit”) during year 2004 may sail Territorial Sea and Internal Waters for the
duration of its validity.
SUMMARY:
Documents to be carried on board during
navigation are as follows:
- vignette
- endorsed Crew List ( naming persons actually embarked on the craft)
- endorsed List of Persons ( if the persons are to be exchanged during your stay
in Croatia and naming all persons staying on board for the duration of the
vignette)
- Evidence of Seaworthiness
- evidence that the master or skipper of the craft holds the required
certificate
of competency
- evidence that the craft has been insured against damage
- proof of ownership or evidence as to the person who is assigned to use the
craft
This Guidelines derogates previous Guidelines.
All here described measures have been prescribed with the aim of enabling you
safer stay in
our seawaters.

Nevertheless, if
on the occasion of obtaining a vignette, due to justified reasons, you are not
able to determine all the persons you anticipate will stay on board during the
period of the validity of the vignette, under the approval of harbourmaster’s
office all other persons may be entered in the List of Persons during the first
embarkment of new members of the crew.
Exceptionally,
under the approval of harbourmaster’s office List of Persons may be extended up
to 30% of the capacity of the craft provided the owner of the craft remains on
board.
Craft for which
the List of Persons is completed (up to the allowed number of persons) has no
further reporting obligations to harbourmaster’s office regarding the exchange
of persons named on the List.
Number of
exchanges of persons listed is not limited.
If you are in the
situation you have to embark a non-listed person instead of one that is on the
List of Persons, prior to leaving the port you also need to report to the
Harbourmaster’s Office or Branch Office in order to appropriately amend the List
of Persons.
Persons staying
on board the craft while in port or on anchorage need not be reported.
3. Evidence of
Seaworthiness
in accordance with national rules and regulations of the flag state. In absence
of such evidence, Harbourmaster’s Office or Branch Office shall perform regular

Yachts;

Under article
1021 paragraph 3 and in relation to article 12 paragraph 3 of Maritime Act
(Official Gazette No. 181/04) Minister of sea, Tourism, Transport and
Development enacts the following:
Decree
on the Safety
of Navigation Fee
for Foreign
Yachts and Boats
Article 1
Safety of
navigation fee (in further text:fee) is paid by foreign yachts and boats
designed for sport and pleasure sailing and staying in the internal waters and
the territorial sea of the Republic of Croatia.
Article 2
Fee specified in
Article 1 of this Decree is charged by Harbourmaster’s offices or their Branch
Offices on the occasion of obtaining the Vignette in accordance with the length
of yacht or boat in following amounts:
1. For boats:
• up to 2,5
meters of length with propulsion gear power over 5 kW - 140 kunas
• 2,5 to 4 meters
of length - 210 kunas
• 4 to 5 meters
of length - 280 kunas
• 5 to 6 meters
of length - 350 kunas
• 6 to 7 meters
of length - 525 kunas
• 7 to 8 meters
of length - 630 kunas
• 8 to 9 meters
of length - 735 kunas
• 9 to 10 meters
of length - 840 kunas
• 10 to 11 meters
of length - 945 kunas
• 11 to 12 meters
of length - 1050 kunas
2. For yachts:
• 12 to 15 meters
of length - 1.225 kunas
• 15 to 20 meters
of length - 1.400 kunas
• 20 to 30 meters
of length - 1.575 kunas
• over 30 meters
of length - 1.750 kunas
Amounts specified
in paragraph 1 of this article are reduced by 10% for every consecutively issued
Vignette up to the maximum of 50% of the amount.
Reduction of the
amount of the fee specified in paragraph 2 of this article is also applicable to
foreign yachts and boats which have consecutively registered their arrival and
stay in the internal waters and in the territorial sea of the Republic of
Croatia prior to coming into force of this Decree.
Article 3
Length of boat or
yacht specified in article 2 of this Decree is the length as it is defined by
the relevant document of boat or yacht issued in accordance with the national
legislation of the state whose flag the boat or yacht flies.
If boat or yacht
holds no appropriate document containing its length, the length of boat or yacht
shall be considered to be the length of the boat’s or yacht’s hull which is
defined as the distance between the extreme point of the bow and the extreme
point of the stern of the integral part of the hull measured parallel to the
waterline of the fully supplied and loaded vessel.
Article 4
This Decree
shall come into force on the day of publishing in Official Gazette.

De utländska båtägarnas segling i Kroatien regleras genom Sjöfartsstadgan och
tillhörande föreskrifter. Efter insegling i kroatiska vatten måste man bege sig
till närmaste tullstation vid havet och därefter köpa en vinjett hos
hamnkaptensmyndigheten. Vinjetten tillåter segling i kroatiska vatten under ett
år, räknat från dagen för köpet. På så sätt blir vinjetten i praktiken ett
seglingstillstånd för kroatiska territorialvatten.
I vinjettpriset ingår avgifter för säkerheten i sjöfarten, fyrsystemet och
administrationskostnader. Avgiften för sjöfartssäkerheten varierar med båtens
längd och avgiften minskar om båten kommer till Kroatien flera år i rad. Under
vinjettens giltighetstid kan båtbesättningen eller delar av den bytas ut, dock
med högst dubbelt så många personer plus 30%, som enligt dokumentet för samma
båt samtidigt får vistas ombord. I antalet inräknas inte barn under 12 år. Nya
besättningsmedlemmar skrivs in i formuläret Crew list, som styrks hos
hamnkaptensmyndigheten och som måste finnas ombord under båtens nyttjande. Innan
båten lämnar Kroatien måste den avanmälas vid någon tullstation vid havet och
sedan ta den kortaste vägen från de kroatiska territorialvattnen.
Följande tullstationer vid kusten är öppna året runt:
Umag, Porec, Rovinj, Pula, Rasa (Brsica), Rijeka, Mali Losinj, Zadar, Sibenik,
Split, Ploce, Korcula, Dubrovnik, Vela Luka och Ubli. Under turistsäsongen
öppnas även tullkontor i ACI marina i Umag, Novigrad, Sali, Bozava, Primosten,
Hvar, Stari Grad på ön Hvar, Vis, Komiza och Cavtat. Där genomförs förtullning
och passkontroll. Om båten av särskild anledning inte kan ta sig till någon av
dessa hamnar bör den ta sig till närmaste hamnkaptensmyndighet. Även ägare till
en båt som tagits in i landet landvägen skall vända sig till samma myndighet och
där med stöd av vissa dokument köpa vinjetten som innebär seglingstillstånd.
Fartygets befälhavare måste äga förarbevis för fartyget, som skall vara i
överensstämmelse med nationella regler i den stat vars flagg fartyget för eller
i överensstämmelse med Republiken Kroatiens regler.
OMSORG OM SÄKERHETEN
Huvudansvariga för båtens och besättningens säkerhet är båtens kapten och
besättningen själv. Det kan ändå vara bra att veta att det offentliga ansvaret
för sjöfartens säkerhet, hindrande av olyckor och hjälp till nödställda vid
olyckor eller haverier vilar på Nationella sök- och räddningscentralen,
hamnkaptensmyndigheterna, polisens båtar liksom kroatiska marinen och
specialiserade fartyg.
Nationella sök- och räddningscentralen till havs, med central i Rijeka,
samordnar sök- och räddningsaktioner, vid behov även tillsammans med de
angränsande staterna. I räddningsaktioner deltar, om det är nödvändigt, också
marinen, fiskebåtar och andra fartyg som råkar befinna sig i närheten, liksom
flygplan och helikoptrar.
För att kunna bistå någon som befinner sig i fara till havs är det ofta
viktigast att hjälpinsatserna samordnas snabbt. Vid sidan om Centralen finns en
dygnetruntjour i åtta hamnkaptensmyndigheter. Det är därför viktigt att i
nödfall på eget eller någon annans fartyg så snart som möjligt larma någon av
dem som ingår i räddningssystemet.
Dygnetruntjouren finns organiserad på radiokanalerna 16 och 10. Nationella sök-
och räddningscentralen har också alltid telefonnumret 9155 ledigt och svarar
också inom GMDSS-systemet. Förutom telefonnumret 9155 och kännedom om hur man
nyttjar en radiostation och sänder anrop inom GMDSS-systemet, är det även bra
att ha telefonnumren till hamnkaptensmyndigheter till hands. Dessa förfogar över
55 båtar för allvädersaktiviteter och i alla delar av Adriatiska havet.
Hamnkaptensmyndigheterna är för övrigt inte enbart till för nödsituationer - ni
kan också vända er till dem om ni behöver väderleksuppgifter eller annan
information. (I varje hamnkaptensmyndighet eller hos dess ombud kan ni få en
fullständig lista över telefonnummer, inklusive ombudens nummer).
Kroatisk sjöpolis förfogar över ett fyrtiotal båtar, fördelade över sju
polisdistrikt. Den kontrollerar den 950 kilometer långa statsgränsen och de inre
farvattnen. Förutom kontrollen deltar sjöpolisen också i sök- och
räddningsaktiviteter till havs. För sjöfartens säkerhet ansvarar även det
statsägda företaget Plovput och Kroatiska hydrografiska institutet.
Plovputs grunduppgift är att underhålla sjöfartsrutter och radiotjänst och det
ansvarar för alla fyrtorn och hamnljus, dvs för över 1 000 objekt inom
havssignaleringen. Hydrografiska institutet utför vetenskapliga,
utvecklingsinriktade och expertbetonade studier rörande sjöfartssäkerheten i
Adriatiska havet, hydrografisk-geodetiska mätningar i Adriatiska havet och
maringeodetiska uppgifter. Institutet projekterar och utarbetar sjökort och
nautiska publikationer och utför oceanografiska utredningar och studier av
havsbottens geologi.
Den största delen av kommunikationer till sjöss går fortfarande via radio.
Sjöfartens radiotjänst underhålls av Plovput och meddelanden sänds via
kustradiostationer i Rijeka, Split och Dubrovnik. I uppgifterna ingår:
jourtjänst (VHF kanal 16 och VHF DSC kanal 70), radiotjänst för sjöfartens
säkerhet (VHF radiotelefoni och NAVTEX-system), medicinska råd och hjälp (VHF
radiotelefoni), kommersiell radiotjänst (VHF radiotelefoni) och radioservice för
statliga myndigheter (Nationella sök- och räddningscentralen,
hamnkaptensmyndigheter…).
Plovput är också inkopplat i arbetet med att modernisera sjöfartens
telekommunikationer genom ett nytt Världssystem för skydd mot faror och för
säkerheten till havs (GMDSS). Det finns regler om vilka fartyg som måste vara
utrustade med en VHF-station.
