Tender for associated advertising

 

The CROATIAN NATIONAL TOURIST BOARD - HEAD OFFICE, Iblerov trg 10/IV, 10000 Zagreb, invites

 

TENDERS

for the allocation of funds for associated advertising in 2007 within the system of the Croatian National Tourist Board for all of its members and foreign travel organisers.

 

1.

The Croatian National Tourist Board will conduct associated advertising on all markets.

 

2.

The Croatian National Tourist Board, Head Office, has allotted a total sum of 17,000,000.00 Kuna (seventeen million Kuna) for associated advertising, which is to be distributed based on this tender.

 

3.

Precedence in the distribution of funds is given to media plan proposals that have been previously agreed upon by parties from the business sector, the system of tourist boards and foreign tour operators, on which rulings are adopted by the expert advisory board of the Head Office.

The coordinators of activities pertaining to reaching agreements on media plans at the county level are the county tourist boards and representatives of the Croatian National Tourist Board operating abroad.

 

4.

Specialised associations (KUH, HUH, the Association of Marinas, UHPA and the like) are treated as member companies from the business sector.

 

5.

Model I

The Head Office of the Croatian National Tourist Board (CNTB) associates funds with Croatian participants based on the 1+1+2 principle, which means:

-         25% of the funds are associated by the CNTB,

-         25% of the funds are associated by the county, city, municipal and local tourist boards,

-         50% of the funds are associated by participants from the business sector.

 

6.

Model II

The Head Office of the Croatian National Tourist Board associates funds with Croatian participants and foreign tour operators based on the principle: the Croatian side 4 (1+1+2) and the foreign tour operator 4; which means:

-         12.5% of the funds are associated by the CNTB,

-         12.5% of the funds are associated by the county, city, municipal and local tourist boards,

-         25% of the funds are associated by participants from the business sector, which makes up 50% of the total amount of associated funds, while the remaining

-         50% of the funds are associated by the foreign tour operator.

 

7.

Model III

The Head Office of the Croatian National Tourist Board associates funds with Croatian participants from the business sector based on the principle: the Croatian side 3 (1+2) and the foreign tour operator 3; which means:

-         16.7% of the funds are associated by the CNTB,

-         33.3% of the funds are associated by the business sector participant, which make up 50% of the total amount of associated funds, while the remaining

-         50% of the funds are associated by the foreign tour operator.

 

8.

Model IV

The Head Office of the Croatian National Tourist Board associates funds with the system of county, city, municipal and local tourist boards, based on the principle 1+1, which means:

-         50% of the funds are associated by the CNTB, and

-         50% of the funds are associated by the system of tourist boards.

 

9.

Advertising will be conducted according to agreed-upon media plans that are a constituent part of the contract. The contract is signed by all parties to the associated advertising, while operational coordination tasks shall be carried out by the Croatian National Tourist Board and the county tourist boards.

 

10.

The funds with which the Head Office of the Croatian National Tourist Board takes part in each individual contract shall be paid out to the party realizing the contract based on orderly documentation on the overall implementation of the job.

 

11.

The party realizing the contracts can be the Head Office of the Croatian National Tourist Board, the system of tourist boards, foreign tour operators, participants from the business sector and marketing agencies.

 

12.

Orderly documentation must be secured for all payments to be made by the Croatian National Tourist Board to the party realizing the contract.

The following shall be considered to constitute orderly documentation:

        A signed contract whose constituent and compulsory part is an agreed-upon media plan,

        Original copies of the published advertisements,

        With the exception of reportages, an advertisement in which the funds of the Croatian National Tourist Board participate must include the logo of the Croatian National Tourist Board,

        Originals or copies of supplier invoices,

 

13.

All invoices for associated advertising in 2007 must be delivered to the Head Office of the CNTB by December 15, 2007, at the latest, so that they may be paid in the 2007 accounting period.

Invoices delivered after December 15, 2007, shall not be paid and shall be returned to the party realizing the contract.

 

14.

The Croatian National Tourist Board does not undertake any obligation to pay invoices for advertisements that do not include the logo of the Croatian National Tourist Board, and advertisements that are not in line with the contract.

 

15.

In deciding on the allocation of funds, precedence will be given to the programs of tour operators that include the pre-season and post-season period starting at the latest from the Easter holidays and closing at the earliest in the third week of October of 2007.

 

16.

I.         The system of tourist boards can submit tenders for Model IV with 25% of the total submitted funds for associated advertising if it has submitted the remaining 75% of the funds for Models I, II and III. The funds approved based on Model IV depend directly on the total amount of funds engaged in the first three Models and can at no time exceed 25% of these funds in the final statement of account. If all of the funds available through Models I, II, and III are not used by the deadline for the approval of funds and the signing of contracts on associated advertising, the remaining funds will be approved for Model IV.

 

 

17.

Companies that owe residence tax and tourism membership fees are not eligible for participation in the Tender for the allocation of funds for associated advertising in 2007.

 

18.

The Head Office of the Croatian National Tourist Board will publish the internal tender for associated advertising on the Internet site of the Croatian National Tourist Board at www.hrvatska.hr, and will notify in writing the system of TB's, the business sector, representative offices of the Croatian National Tourist Board abroad and foreign tour operators by November 15, 2006, of the invitation for tenders.

 


 

19.

The deadline for tender applications is December 15, 2006. The application must be submitted in written form at the following address:

After carrying out the advertising, and delivering evidentiary documentation to that effect, the marketing agency will charge the participants to the co-financing for the corresponding financial sums.

The contract is signed by all parties to the associated advertising, while operational coordination tasks shall be carried out by the Croatian National Tourist Board and the county tourist boards. Article 4.

After the advertising is carried out, the marketing agency will charge all other contracting parties for sums provided for in article 2.

 

Article 5.

Payment obligations arising from article 2 of this Contract will be settled based on orderly documentation on completed work and payments that shall be delivered by the marketing agency.

The following shall be considered to constitute orderly documentation:

>      A signed copy of this Contract, the constituent part of which is a media plan

>      Original or copied (advertisement and cover page of the magazine) specimens of published advertisements – with the exception of reportages, the advertisement or advertisements must include the logo of the Croatian National Tourist Board.

 

Article 6.

All invoices for associated advertising in 2007 must be delivered to the Head Office of the CNTB by December 15, 2007, at the latest, so that they may be paid in the 2007 accounting period.
